The regular meeting was called to order by Chairman Maroney at 8:00 A.M. in the Commissioners Room at the Courthouse.  Commissioners present: Worth Shellito, Arbach and Williams.
MINUTES
Moved by Arbach, seconded by Shellito to approve the April 2 and 9, 2013 minutes as read.  All voted aye.  Motion carried.
OFFICERS REPORT
The Register of Deeds and the Auditor’s Account with the Treasurer reports were reviewed.  Moved by Worth, seconded by Williams to approve the above reports.  All voted aye.  Motion carried.  Auditor’s Account with the Treasurer as follows:

Moved by Worth, seconded by Williams to approve the following applications for Retail (on-off sale) Malt Beverage & SD Farm Wine licenses.  All voted aye.  Motion carried.

VA OFFICER SALARY
Moved by Worth, seconded by Shellito to increase the salary of Harlen Shaw, VA Officer from $6000 to $7500 to qualify for the $1800 reimbursement from the State.  All voted aye.  Motion carried.
LIBRARIAN ASSISTANT
Moved by Williams, seconded by Arbach to hire Laura Wager as assistant librarian at $11.00 per hour.  All voted aye.  Motion carried.
MOSQUITO CONTRACT
Moved by Worth, seconded by Shellito to authorize Chairman Maroney to sign the mosquito contract between Potter County and West Whitlock Resort.  All voted aye.  Motion carried.
WIC CONTRACT
Moved by Arbach, seconded by Williams to authorize Chairman Maroney to sign the WIC contract between Potter County and the State of SD. All voted aye.  Motion carried.
STATES ATTORNEY
Craig Smith met to discuss several applications for county assistance.
FENCE LINE ENCROACHMENT
Colby Siebrasse met to discuss a fence line encroaching on the County right-of-way.
DENIED CLAIM
Moved Worth, seconded by Williams to deny the claim of North Central Heart due to the individual did not meet the criteria for reimbursement.  All voted aye.  Motion carried.
STEVE & LAURIE
ROBBENNOLT PLAT
Commissioner Arbach presented the following resolution and moved for its adoption.
BE IT RESOLVED by the Potter County Board of Commissioners that the Plat of Lot 1 of the North 200’ of Tract 1-A and Lot 2 of Tract 1-A a subdivision of Tract 1-A Larrington Addition to Potter County, located in the SE1/4, Section 10, T118N, R76W, 5th P.M., Potter County, South Dakota having been examined, is hereby approved in accordance with the provisions of SDCL, Chapter 11-3, and any amendments thereof.
Commissioner Williams seconded the foregoing resolution.  All present voted aye.  Resolution declared adopted.
Commissioner Arbach presented the following resolution and moved for its adoption.
BE IT RESOLVED by Potter County Board of Commissioners that the Plat of Lots 1 through 11 a subdivision Lot 1 of the North 200’ of Tract 1-A and Tract 1-A Larrington Addition to Potter County, Dedicating to the Public Buck Place, located in SE1/4, Section 10, T118N, R76W, 5th P.M., Potter County, South Dakota having been examined, is hereby approved in accordance with the provisions of SDCL, Chapter 11-3, and any amendments thereof.  Commissioner Williams seconded the foregoing resolution.  All present voted aye.  Motion carried.
HIGHWAY DEPT
Supt Smith met to discuss the chip seal projects to be done in Potter County. Jensen Sand and Gravel will have an asphalt plant set up where the County can buy hot mix to fix several areas of FAS 155 N.
55 MPH SPEED LIMITS
Moved by Shellito, seconded by Maroney to post FAS 155 N at 55 mph for cars and pick-ups. Trucks at 40 mph.  All voted aye.  Motion carried.
SHERIFF
Sheriff Hamburger presented the monthly activity report.
POTTER COUNTY/
MOBRIDGE 9-1-1 AGREEMENT
Moved by Arbach, seconded by Williams to authorize Chairman Maroney to sign the agreement between Potter County and Mobridge 9-1-1 to answer after hour calls.  All voted aye.  Motion carried.
NEW HIRE
Moved by Shellito seconded by Arbach to hire Kim Siedschlag as Deputy Dir. of Equal. at $11.00 per hour for 28 hours per week.  All voted aye.  Motion carried.

Moved by Williams, seconded by Shellito to approve the following claims and authorize the Auditor to issue warrants for the same.  All voted aye.  Motion carried.
